As part of Theme Governance, we assessed the quality of urban management, including support for the non-governmental sector and active citizen participation in decision-making processes. We paid particular attention to the establishment of advisory bodies and the transparency of municipal administration.
We also analysed the extent to which e-services are implemented to effectively reduce the time residents need to spend on administrative interactions. Key areas of assessment included mobile applications, electronic payments, and the availability of online meetings with public officials.
Another key factor was how well cities recognise and harness their own potential, as demonstrated through well-thought-out development and structural strategies. Efficient urban governance should also be reflected in voter turnout, which is why we examined citizen engagement in local elections.
